Systems Management and Support
HMS provides expertise in the following system management and support services such as:
A - application and contracting functions,
B - data point design and filtering ,
C - data collection, entry and analysis,
D - customized reporting format design and implementation,
E - invoicing, accounting and reconciliation services for certification and inspection tasks,
F - printing and mailing services, and
G- helpdesk center to field and respond to questions, either by telephone, fax or electronic mail.
Past Performance:
HMS provides support to CMS for the Medicare Advantage (MO) application and contracting functions. These functions include intake, review, processing, data entry, analysis and reporting of materials leading up to the approval or denial of an application or awarding of a MO contract. Examples of tasks include:
- Coordination and executing of an on-site bid preparation conference specifically designed for representatives of the various MA organizations; and
- Development of a primer document focused on agent and broker commission, bonus and compensation structures.
HMS was awarded a contract by the Centers for Medicare and Medicaid Services (CMS) to provide administrative support services regarding the Congressionally mandated Clinical Laboratory Improvement Amendments of 1988 (CLIA). Through this contract, HMS has developed and implemented processes to:
- Systematically publish and distribute CLIA laboratory fee coupons and certificates over 100,000 annually,
- Access the online CLIA database to review records to reconcile exceptions.
HMS was selected by the Food and Drug Administration (FDA), Center for Devices and Radiological Health (CDRH) to:
- Operate and maintain a system for the issuance of federal certificates to mammography facilities under the Mammography Quality Standards Act (MQSA),
- Operate and maintain a system for billing, payment collection, deposit, accounting, and reporting of fees assessed for inspection of mammography facilities,
- Operate an 800 hotline center to respond to consumers and the radiology community’s inquiries about the MQSA regulations, facility status and inspection payments.
Through our contract work, HMS has acquired extensive knowledge and experience in researching pre and post payment statuses and making adjustments to accounts as needed. Also, HMS has acquired experience indeveloping data collection forms using MS Access and Lotus Notes software to capture entity information for the CLIA and MQSA programs. Information is either keyed in or uploaded via files into the forms and databases. Using the databases, HMS provides daily, weekly, monthly, and adhoc reports for each project, and transmits daily upload files of billing activity for new invoices and payment receipts on a daily basis to the FDA following DHHS agency specific security protocols.
